# e-Sports and Online Betting Recommendations

We do not support gambling or the expansion thereof.
To those who believe legal expansion is necessary, we suggest legislators enact the following minimum recommendations:
**I. Advertising**
· Ban all forms of gambling promotions and inducements offered to citizens to start gambling or to keep them gambling. This includes a ban on all forms of “free bets” and “welcome bonuses.”
· Or for those under the age of 25 ban all forms of gambling promotions and inducements offered to citizens to start gambling or to keep them gambling. This includes a ban on all forms of “free bets” and “welcome bonuses.”
· Ban all gambling sponsorship of sports team uniforms, college and professional sports teams, and any venue where contests take place such as stadiums, arenas, etc.
**II. Regulations**
· Ban betting on any player under the age of 18 for all sports/esports betting.
· Ban betting on collegiate sports.
· Limit scope to organized events that are authorized by the Racing and Gaming Commission.
· Require offering of voluntary wager limits.
**III. Consumer Protection**
· Require the licensee to offer consumers an optional short anonymous survey on their mobile application to be shared with the Iowa Department of Public Health
o Give the Department of Public Health discretion to develop the survey.
o A survey will give crucial aggregate data to the Iowa Department of Public Health’s Gambling Treatment Program, allowing them to better design their services.
o A survey will help the State of Iowa better understand how online betting is impacting the state.
o A survey should at least contain the following questions:
§ Gender
§ Age range
§ Amount spent on gambling in the last month
§ Household Income range
· Ensure adequate funding for the Iowa Department of Public Health’s Gambling Treatment Program.
· Ensure Iowa’s Gambling Treatment Program is prepared to meet unique nature of a much younger gambling demographic.
